Ghana Transport Suspends Preaching Ban on Moving Buses

Ghana has suspended implementation of the transport preaching ban under its Road Traffic Regulations, 2026, following public debate and concerns raised by religious leaders and other stakeholders. The decision, reported on Friday, October 9, 2026, places the controversial restriction on preaching and hawking inside moving public and commercial vehicles under renewed scrutiny. According to a report by MyJoyOnline, a high-ranking government source confirmed the suspension. However, the government had not publicly provided full details of the decision or announced when a final position on implementation would be communicated as of the report’s publication. Ghana Transport Preaching Ban: What Happened?

The Ghana transport preaching ban became a major public discussion after the Road Traffic Regulations, 2026 (L.I. 2519) drew attention to penalties for preaching and hawking inside public or commercial vehicles while they are in motion. Under Regulation 141, the rules provide for a fine ranging from 10 to 50 penalty units, imprisonment for up to eight months, or both. With one penalty unit valued at GH¢12, the fine ranges from GH¢120 to GH¢600. The provision covers activities commonly seen on Ghanaian tro-tros and buses, where religious preachers share sermons, prayers and messages with passengers while traders sell food, drinks and other goods during journeys. The reported suspension follows public debate over how the restriction could affect religious expression and evangelism on commercial transport.

Why Ghana Suspended the Transport Preaching Ban

Reports indicate that concerns raised by religious leaders and other stakeholders contributed to the renewed debate surrounding the restriction. For some religious leaders, preaching on public transport is an opportunity to share their faith and reach people outside traditional places of worship. Others have raised questions about how such activities affect passengers and the experience of travelling on public transport. The restriction also touches on hawking inside moving vehicles, a familiar feature of daily transport in parts of Ghana. Although the government has reportedly suspended implementation, the full details of the decision remain unclear. The reports available on October 9 did not specify a timeline for further action or explain whether the provision would be amended, reviewed or permanently withdrawn.

Ghana’s Eight-Month Jail Term for Preaching on Buses

Before the suspension was reported, Regulation 141 of L.I. 2519 attracted attention because of the potential penalties for violations. Under the provision, offenders could face:

• Fine: Between GH¢120 and GH¢600.
• Imprisonment: Up to eight months.
• Both penalties: A court may impose a fine and imprisonment.

The maximum sentence does not mean that every person accused of preaching or hawking on a moving vehicle would automatically receive eight months in prison. The applicable penalty would depend on the law and the court’s decision. The reported suspension has brought fresh uncertainty over the implementation of the provision. Readers should look out for further official clarification before drawing conclusions about its current enforcement status.

The Ghana Transport Preaching Ban Is Not Entirely New

Although the 2026 regulations brought the issue into the spotlight, the restriction itself dates back to the Road Traffic Regulations, 2012 (L.I. 2180). Regulation 116 of the earlier instrument also prohibited causing or permitting a nuisance, including preaching and hawking, on a public or commercial vehicle while it was in motion. The major change under the 2026 regulations was the tougher maximum custodial penalty, which increased from three months under the previous framework to eight months. The latest controversy therefore centres not only on the restriction itself but also on the consequences associated with it and how the authorities intend to implement the revised rules.

Does Ghana’s Rule Ban Preaching Everywhere?

No. The provision concerns preaching and hawking on public or commercial vehicles while they are in motion. It should not be interpreted as a general prohibition on preaching, evangelism or religious expression throughout Ghana. The distinction is important because religious activities take place in many settings, including churches, public gatherings and other permitted locations. The transport provision specifically addresses conduct inside moving vehicles. The government has also undertaken public education on the wider road traffic regulations as part of efforts to improve road safety, strengthen compliance and familiarise road users with the updated legal framework.

What Happens Next?

The key question is how the Ghanaian government will address the provision following the reported suspension of its implementation. Further clarification is needed on the duration and scope of the suspension, whether a formal review will take place and what guidance will be issued to transport operators, preachers and traders. Until the government provides more details, the development remains an evolving story involving road safety, public transport practices, commercial activity and religious expression.
